SMRF threatens to take up hydro power issue with UNO

ITANAGAR, Aug 7: Save Mon Region Federation (SMRF) General Secretary   Lobsang Gyatso, popularly known as Anna Lama, on Monday threatened to take up the dam issue with the United Nations Organi-sation (UNO) if the government fails to ensure roll back of NHPC Stage-I and II hydro power projects at Tawang Chu (river) by this winter.

Addressing a press conference, popular anti-dam crusader, Anna Lama alleged that the government is doing nothing to expedite early roll back and withdrawal of NHPC despite the resolution being taken to reject Stage-I and Stage-II of NHPC projects at Tawang Chu during mass public meeting held on February 14, 2017 at Tawang.  

It is said that a consensus to reject said projects was built during the public meeting, which was attended by the stakeholders, including Lumla MLA Jambey Tashi, Tawang MLA Tsering Tashi, DC Sang Phuntsok, Reverend Thegtse Rinpoche, Padmashree Lama Thupten Phuntsok and members for SMRF, including Anna Lama, PRI members and affected villagers.

"Our land and forests are being snatched away by the government through power developers, despite our strong objection. The indigenous people do not want projects at cost of their lands and pilgrimage sites. What should we do in a situation where the government is helping power developers" asked Lobsang Gyatso as he threatened to write to the UNO if the government fails to send back the NHPC from Tawang.

He went on to claim that political power was being used to mow down  anti-dam movements in Tawang over the past few years, adding that he was repeatedly put in jail on mere complaints with an objective to harass him.

He also alleged that the 2 May, 2016 police firing shootout, where two lives were lost, was well-planned to muzzle his voice against the dam issues in Tawang district.

Earlier, the SMRF had served seven days ultimatum to the state government to issue order for immediate roll back of NHPC projects from Tawang district on 17th July, 2017.  

However, no new development has come so far nor any communication has arrived from the government, Gyatso claimed.

He further alleged that despite strong resistance by affected villagers against the projects, the NHPC authority is luring the villagers by supplying water containers and plastic pipes to nearby villages.  

The SMRF has been campaigning against the projects in Tawang Chu claiming that many pilgrimage sites and fertile lands would be submerged if the project is built.

NHPC Stage-I with capacity of 600 Mega Watt and Stage-II with 800 Mega Watt are proposed to be built on Tawang Chu.

Further, SMRF Vice President, L T Khom resented the state government for failing to disclose the one-man committee report on the 2nd May, 2016 firing incident.  The one-man inquiry committee is being headed by IAS officer Hage Khoda to unearth the truth behind the incident.

The SMRF VP stated that report had already been submitted on 4th September, 2016. However, the government denied them a copy of the report.  

He also appealed to the government to expedite for regularization of the WC posts appointed to relatives of grievously injured victims.

 

 

 

Re-open Stilwell Road for trade opportunities: Mein

VIENTIANE, Aug 7: Deputy Chief Minister Chowna Mein called for early re-opening of the historic Stilwell Road or Ledo Road, which starts from Assam and passes through Arunachal Pradesh in Pangsau Pass and leads up to Kunming in China through Myanmar, to facilitate transportation of produces of Arunachal Pradesh into the neighbouring areas of Myanmar and vice-versa, and encourage considerable complimentary trade opportunities on both sides.

Speaking at the celebration of 25th anniversary of ASEAN-India Dialogue Partnership at Luangprabang Hall, Vientiane in Lao People's Republic on Monday, Mein also highlighted the cultural diversity of India and the cultural similarities of North Eastern India with most ASEAN countries, and stressed that this should be reinforced by regular bilateral cultural exchanges.

Stressing that, "cultural similarity between the people of ASEAN countries and North East India should become the fulcrum of our friendship and the bedrock of all our policies both-diplomatic and economic", Mein said that India is on the path to forge a strong friendship and partnership with the ASEAN countries under the leadership of Prime Minister Narendra Modi.

He said that the welfare, well being and overall development of north-eastern states of India being in the top priority list of the Union Government, Act East Policy of Government of India will be a game changer for the north-eastern states of India vis-a-vis the ASEAN countries.

He urged the ASEAN leaders to take full benefit of the agreement on trade in goods under the framework agreement on comprehensive economic cooperation between India and the ASEAN countries. He also proposed to the ASEAN-India Business Council to consider organizing a Business to Business meeting in Northeast India region in the near future.

Mein also invited the nations under the ASEAN to look at investment in infrastructure development, connecting the Northeast region in India, like roads, power evacuation, etc.

He pitched for a high level agreement on building infrastructures on both sides, including roads as well as creation of an integrated check post at the border with proper security, custom and immigration facilities.

He also informed that the request has already been made by the Government of Arunachal Pradesh to the Government of India to facilitate issue of Land Route Visa for the Buddhist pilgrimage in border points at Moreh in Manipur and Pangsau Pass in Arunachal Pradesh.  

Mein further called to make best use of Act East policy and Make in India initiative by engaging the ASEAN nations to realize our full potential in many sectors for economic and trade linkages.

Minister of Education Honchun Ngandam said the celebration of 25 glorious years of ASEAN and India relationship at Vientiane, Lao PDR should act as a medium or catalyst in the implementation of "Act East Policy" of the Government of India.

He said that since the Northeast states of India and ASEAN economies and physiographic location are similar in nature, a symbiotic strategic policy should be evolved, and expressed hope that it would provide ample opportunities for cooperation and integration.

He also called for new avenues for economic growth through the development of vertically integrated food processing chains, herbal medical sector, market linked skill development and cross-border trade, student exchange programme, etc to further strengthen the traditional bonding with ASEAN and the Northeast states of India.

He welcomed valuable investments from ASEAN partners for a sustained and equal partnership in nurturing the age-old fraternal ties.

High officials from Lao DPR also placed their suggestions on the occasion, besides N Biren Singh, Chief Minister of Manipur; Ambassadors of Embassy of Lao PDR in India, and members of ASEAN-India Business Council and Lao National Chamber of Commerce and Industry.

On the occasion, a short film on Arunachal Tourism, developed by the Department of Tourism was also shown.   

The event is jointly organized by ASEAN India Business Council, Lao PDR Chapter and the Embassy of Republic of India in Lao PDR, and supported by Lao National Chamber of Commerce & Industry of Lao PDR to mark 25 glorious years of ASEAN and India Dialogue relationship. It aims to work as a catalyst in the implementation of "Act East Policy" of the Government of India.

 

 

 

Org rejects to NEEPCO claims

ITANAGAR, Aug 7: The Pro Dam Movement of Arunachal Pradesh rejected NEEPCO authority's claim that the diversion channel/tunnel of the under construction 110 MW PHEP, Doimukh was functioning satisfactorily.

The organization informed that a disastrous situation had occurred at downstream after sudden release of water through the diversion channel on July 9 last.

Prior to release of the water at around 2 PM, debris carried down the river had blocked the channel for at least a day, leading to accumulation of huge volume of water. When released "without warning", the accumulated water submerged on both banks of Pare River,

affecting the riverside dwellers at Doimukh, Tigdo, Nirjuli, Karsingsa and Banderdewa.

President of the organization, Gokia Taking, along with the executive members visited the affected areas to take stock of the situation.

Pare River has to bear the waters of at least four tributaries apart from water released from Rangandi Hydel Project, Yazali, which makes the river more turbulent, causing erosions on highway at Karsingsa block points and Nirjuli, the President said.

Being a run-off river project, the waters of Ranganadi hydel project, Yazali should be discharged at its own river basin. But, it is not being done by the NEEPCO, the organization claimed.

Further, there has been no warning system at downstream for Ranganadi Hydel Project. The warning system is working around the project site at Sopo only, he claimed.

The organization president also demanded early implementation of all the mandatory provisions under the Memorandum of Agreement and Power Policy, like 25 percent job reservation in 'A' and 'B' categories and 100 percent in group 'C' and 'D' posts for the project-affected people.

 

 

 

Guv rests success and failure of welfare schemes on HoDs

TEZU, Jul 7: Governor of Arunachal Pradesh, P B Acharya said that the success and failure of welfare schemes and programme implementation depend on the Heads of Departments (HoDs), for which, he advised them to go beyond their department agenda and reach out to the people.

Acharya said this during an interactive meeting with district HoDs at Tezu on August 6.

Advising officials against wrongdoing, the Governor suggested for third-party monitoring by dormant energies of the society, which includes ex-servicemen, senior citizens, university students, educated household wives and the Red Cross Society.

Noting that the state has fertile and adequate land and favourable climate for agricultural and horticultural activities, but vegetables and fruits come from other states, the Governor said that it is a shame and challenge for the departments and local communities, and emphasised on strengthening agriculture and its allied sectors in the state.

Further, Deputy Commissioner Danish Ashraf briefed the Governor that the District Administration has destroyed 433 hectors of opium cultivation and proposed alternate livelihood methods.

Superintendent of Police, Isaac Pertin briefed on security issues.     

The Governor also advised the officers on education, healthcare, electricity, road, tourism, food security, rain water harvest, medicinal plants, fruit processing unit and mid-day meal.

Calling for strengthening the poor and disadvantage section of the society, he further emphasised on creating road maps for the next five to ten years.

Local MLA and Minister Art & Culture, Dr Mohesh Chai and Secretary to Governor Vinod P Kavle were also present in the meeting.

 

 

 

Fire renders 9 families homeless

ITANAGAR, Aug 7: Nine families were rendered homeless after a fire destroyed their houses on the wee hours of Monday, here at Nerba Colony.

One of the victims and owner of some of the houses, Gida Hanter said that he had six families staying on rent and all the belongings were completely gutted in the devastating fire. Two residential hou-ses of one Tai Paming were also consumed by the fire.

The RCC building of Dipak Flago was partially damaged, as the fire fighters managed to stop the fire from spreading in the locality.

IMC Councillor Yumlam Minu visited the accident site along with Nerba Colony Welfare Society members Gichik Tachu and Bagang Bikash. She demanded immediate relief and rehabilitation package from the district administration and government for the victims.

 

 

 

DC visits Puroik village

KRA DAADI, Aug 7: As part of the follow-up action on Puroik welfare activities, Kra Daadi Deputy Commissioner, Pige Ligu, accompanied by various HoDs conducted a one-day tour programme of Rayuk village, which is the lone Puroik inhabited village under Palin Circle.

The tour programme was aimed at reviewing and monitoring the effective implementation of various social, welfare national flagships programme, like SSA, MGNREGA, NFSO, NOAPS, SBM, PMAY (Gramin) etc in the interest of the Puroiks.

The DC visited the Rayuk Primary School and interacted with the teachers and school children. He also inspected the Individual Household Latrines constructed under SBM and assessed the status of drinking water supply in the village.

Ligu further directed the HoDs to brief the public gathering about the various projects being undertaken and under the pipeline for the Puroiks of Rayuk village.

Kipa Raja, designated CO Puroik Affairs of Kra Daadi district, briefed the gathering about the main vision and goals behind the creation of the Puroik Autonomous Welfare Board, under the aegis of the Directorate of Social Justice & Empowerment.

A joint memorandum by ASM Tassar Poonam, GPM Siji Niglar and GB Picha Tuglik of Rayuk village was submitted to the DC, requesting for establishment of a teacher's quarter for the government primary school; creation of Anganwadi centre; employment in Group C/D posts, and delimitation for creation of separate Anchal Segment for Rayuk, which has the requisite independent population and land area, but presently falls under Tassar Anchal Segment which is at a distance of over five kilometres.

The DC assured to try his best to look into their demands.

Further, the DC appealed to the Executive Engineer of RWD to give preference to the Puroik Community in engaging them in the maintenance of PMGSY Link Road to Rayuk village. He also advocated for 100 percent coverage of Puroiks under NFSO, MGNREGA job cards, and toilets under SBM.

He expressed satisfaction regarding 100 percent Aadhaar enrolment of Puroik population under Rayuk village, and 100 percent construction of Individual Household Latrines under SBM by the PHE Department.

 

 

 

State NCP merges with National People's Party

ITANAGAR, Aug 7: In a significant political development in the state, the Arunachal Pradesh unit of the Nationalist Congress Party (NCP) on Monday merged with the National People's Party (NPP).

"…By observing the national political development in the country and the state, the NCP leaders unanimously resolved to resign from the NCP and merged with the National People's Party, headed by President Conrad Sangma," the party stated in a release.

Prior to the merger, NCP President Gicho Kabak called an emergency meeting of the party at Itanagar and held a thorough discussion on the present national and state political scenarios.

NPP President Conrad Sangma, who was present on the occasion, welcomed the merger of the state NCP with NPP and appointed Gicho Kabak as state President of National People's Party (NPP).

After merging with the NPP, the newly appointed state NPP President Kabak hoped that Sangma will lead the party strongly with new vision for development, peace and prosperity in our country.

NPP being the partner of NDA, Kabak said his new team will support and cooperate Pema Khandu led BJP Government in the state for all round development of the state.

The NPP was founded by P A Sangma after his expulsion from the Nationalist Congress Party in July 2012.

The NPP is the partner of National Democratic Alliance. Presently, there are four ministers in the BJP-led coalition government in Manipur, where the Deputy Chief Minister and three other cabinet ministers are from NPP.

 

 

 

MVAC to observe first death anniversary of late Pul

ITANAGAR, Aug 7:  The Mere Vichaar Andolan Committee (MVAC) is all set to observe the first death anniversary of late Chief Minister Kalikho Pul on August 9 this year as 'Balidaan Diwas'.

This was informed by MVAC Spokesperson, Tarh Atung in a press conference held today.  

The MVAC has been steering a movement, seeking justice for late CM Pul who allegedly committed suicide  last year leaving behind a diary titled, "Mere Vichaar", where he revealed state of affairs of the judiciary in the cou-ntry and the politics of power.

He informed that the anniversary programme would be held with candle light tribute at the Indira Gandhi Park in Itanagar at 4:30 PM.  

Further, the MVAC Spokesperson appealed to the people of Arunachal to be part of the first death anniversary to pay tribute to the late Chief Minister.

 

 

 

Demands for transfer of 8 villages

to another circle reiterated

CHAYANG TAJO, Aug 7: The demand for transfer of eight villages under Sawa circle to Khenewa circle in East Kameng district has been reiterated by public leader of the area, Vijay Sonam.

The villages, which he is demanding for transfer, are Nampe, Lamnio, Parte, Warram, Sario, Saria, Langchu and Dao (Taping) under Chayang Tajo Assembly Constituency.

Sonam said that the people of these villages are electorates of Bameng Assembly Constituency,  but when it comes to Panchayat, they are electorates of Chayang Tajo Assembly Constituency.

Stating that the people of these villages have been facing tremendous problems as they are sandwiched between two administrative centres, Sonam appealed to the East Kameng Deputy Commissioner for early transfer of these villages in order to do away with the administrative inconvenience.

 

 

 

AAPSU calls for early start of 4 lane highway work

ITANAGAR, Aug 7: The All Arunachal Pradesh Students' Union (AAPSU) has appealed to the Highway authorities to start execution of four-lane highway from Itanagar to Banderdewa at the earliest.

The AAPSU claimed that execution of work has been delayed beyond the stipulated time and there is urgent need to accelerate the pace of work for the common good.

AAPSU President, Hawa Bagang appealed to the denizens, NGOs, intellectuals and highway-affected people of the Capital Complex to cooperate and allow development to take place.

"The road construction work in the state is often delayed and quality has been compromised because of controversies and other disturbance", he said.

"The Union strongly supports the developmental agenda and welcomes the early execution of the four-lane highway, which will improve condition of road in the Capital Complex and also ease the traffic congestion", the AAPSU added.

Further, it asked the district administration to supervise the work and take swift action to ensure that highway work starts soon.

 

 

 

ITWs 'whistle down' strike concludes

ITANAGAR, Aug 7:  The 'whistle down' strike launched by the Itanagar Traffic Wardens (ITW), demanding regularization of their jobs, concluded here on Monday.

Meanwhile, the ITWs have in a release stated that they will resume duty on the condition that they will be allowed to maintain their own attendance.

The ITWs have also decided to place an ultimatum to the state government seeking early solution to their grievances. They further stated that they will continue with their whistle down strike if the GoAP fails to fulfil their grievances soon.

 

 

 

Water supply sought for IRBN personnel at Jullang

ITANAGAR, Aug 7: In a representation to the state Home Minister on Monday, the Arunachal Pradesh Bhrastachar Virodhi Andolan (ABVA) has claimed that the 3rd and 4th Battalion of IRBN personnel stationed at Jullang village are facing shortage of basic facilities, like water supply, and appealed to him to ensure that they get proper drinking water supply at the earliest.

'For the last eight years, the IRBN personnel have been facing much difficulty due to absence of water supply facility.

They are compelled to collect water from self-dug water pump, which is highly unhygienic and has caused various water-borne diseases, such as jaundice, hepatitis, etc amongst the IRBN personnel', informed the ABVA.

 

 

 

Governor participates in cleanliness drive, meets senior citizens

TEZU, Jul 7: National ambassador for Swachh Bharat Mission, Governor of Arunachal Pradesh, P B Acharya participated in a cleanliness drive at Gandhi Chowk in Tezu Bazaar on August 6, conducted under Swachh Bharat Mission, and organised by the District Urban Development Agency of Lohit and the Tezu Market Committee.

He was supported by his wife, Kavita Acharya, local MLA Dr Mohesh Chai and Secretary to Governor, Vinod P Kavle, along with district officials, members of business community, NGOs and general public.

The Governor emphasised that cleanliness drives must not only remain events, but way of life, and distributed dustbins to the shopkeepers.

Dr Chai also called for change in mindset of the people towards cleanliness, and urged the people to participate in the mission with dedication.

Earlier, Acharya, his wife and Dr Chai paid flower tributes to the statue of Mahatma Gandhi at Gandhi Chowk and planted saplings of bakul, arranged by the Environment & Forest Department.

Later, the Governor met senior citizens of the district and members from the business community, and invited innovative ideas to preserve and protect the rich cultural heritages of the local community.

Sharing his deep concern on drug menace in the district, the Governor said that existence of Mishmi culture is in danger due to drug addiction, and suggested taking strong initiative at community level to mitigate the challenge.

Senior citizens and business community members also shared their challenges with the Governor.

The Governor also visited Tezu District Jail, Tezu General Hospital and Government Higher Secondary School, Tezu and interacted with all inmates, officials and students.

Before leaving Tezu for his onward district tour, the Governor visited the Tezu Airport, where he was briefed about the airport by Joint General Manager, Airport Authority of India, R R Gupta.

 

 

 

Family members resent delay in declaring Eda Moyong as 'Martyr'

RUKSIN, Aug 7: There was a growing resentment among the family members over delay in declaring Political Interpreter (PI), Eda Moyong, who died while on duty along the Indo-China border in 1962 during the Chinese aggression, as martyr.

The family members of late Moyong alleged that the government has not completed the official processes for declaring him as martyr in the last two years.

Sources from the state government said that the Under Secretary (Political) forwarded all records and findings about late Moyong to Under Secretary, Social Justice & Empowerment (SJETA) in December of 2016 for further necessary action.

It is also said that the West Siang Deputy Commissioner in his submission did not furnish the findings properly, thereby creating impediment in onward movement of file to the central government.

Moyong, who served as PI during North East Frontier Agency (NEFA) administration, was deputed to lead a military troop along the Indo-China border on the eve of Chinese aggression. He died in an accident while on duty at Tuting near the Indo-China border.

The East Siang District Administration, following a petition filed by the late PI's grandson, Orik Moyong, collected sufficient information with evidences about his grandfather and submitted it to the state government's Political Department. The administration further forwarded the letter to deputy commissioners of West Siang and Upper Siang districts, seeking ground report about late Moyong.

The family members have also submitted representations to Chief Minister Pema Khandu, Union MoS for Home Affairs Kiren Rijiju, MP Ninong Ering and  MLAs of East Siang, seeking due recognition for late Moyong.

Born in 1910, Moyong was brought up at Adi Pasi village in present Upper Siang district. He joined as PI in 1945.

 

 

 

Raksha Bandhan celebrated

DAMBUK/ ITANAGAR, Aug 7: The Star Ayang, Arsang and Gamying Sirum (SAAGS), Dambuk organized a cleanliness drive at Old, New and Sirang Markets, CHC Dambuk and general ground within Dambuk town to mark the occasion of Raksha Bandhan.

Volunteers also distributed dustbins, sand boxes and plastic disposable dustbins to CHC, Government Higher Secondary School, Government Primary School and ADC office, Dambuk.

ADC Atul Tayeng, CO Kabang Apum, Principal, GHSS G Tayeng, ASM Chairperson Baling Perme also joined the social service.

The organizer has dedicated the social service programme of "Swachch Dambuk -Clean Dambuk" to all mothers, sisters and daughters of Dambuk to mark the occasion of Raksha Bandhan.

Meanwhile, the Arunachal Pradesh Bharatiya Janata Party (BJP) Mahila Morcha celebrated Raksha Bandhan here on Monday.

A team of the state Mahila Morcha, led by its President, Bengia Yayang Tadar tied rakhis to Chief Minister Pema Khandu at his office chamber. The team further reached state BJP office and tied rakhis to state BJP Vice President, Dominic Tadar and other office bearers and Mahila Morcha heads.

While extending greetings to the people of Arunachal Pradesh on the occasion of Raksha Bandhan, the state BJP leaders appealed for peace and prosperity in the state.

 

 

 

DC stresses on timely completion of projects

ROING, Aug 7: A monthly coordination meeting was held on Monday under the chair of Lower Dibang Valley Deputy Commissioner Deepak Shinde to review the progress of work made under various line departments

The DC stressed on proper monitoring and timely completion of all projects in the district by the heads of departments, and directed the departmental officials to black list contractors who are not complying with laid down norms and agreements of the work.

Owing to the delay in maintenance of various road works by the RWD, he directed the EE RWD to expedite the progress and submit report on it.

In the meeting, issues on cleanliness drive of Roing Township and work done by I-clean Roing team was also displayed through power point presentation.

Various other issues were also discussed in the meeting, including celebration of Swachh Week from August 9 to 15; construction of girls hostel at Polytechnic College, Roing; issues related to distribution of LED bulb by APEDA; finalization of beneficiary list under PMGY; status of MGNREGA work at Hunli-Desali; power supply issues at Hunli sub-division; checking of unauthorized taxies and vehicles; issues related to GST and responsibilities of DDOs, and modalities on visit of administrative officers and HoDs to various schools. FIR against illegal donation collector

ITANAGAR, Aug 7: The All Sagalee Youth Association (ASYA) lodged a complaint with Officer-in-Charge of Naharlagun Police Station against one Nabam Tai for allegedly collecting donations in the name of the ASYA.

In its FIR, the ASYA stated that the person has been found collecting donations on pretext of aiding the landslide victims of Laptap using letter pads of the association and forging the signature of the games and sports secretary.

ITANAGAR, Aug 7: RGU Solung FC and Solung United FC have won their respective matches in Itanagar Solung Festival Football Tournament 2017 at DNGC ground on Monday.

RGU Solung FC piped Sisang Yameng FC 1-0 in the first match and the winning goal was scored by Dere Mibang, who was later adjudged man of the match.

The second match was a one-sided encounter, wherein Solung United FC thrashed Kine Nane FC with a huge margin of 9-0 goals.

Tajing Borang and Franklin Taki each scored hat-trick of goals. Tangiat Tali (2) and Taja Bonung (1) were the other scorers.

NSS volunteers carry out cleanliness drive

ITANAGAR, Aug 7:  Over a hundred NSS unit volunteers of Government Higher Secondary School, Itanagar conducted a cleanliness drive at Zero Point and Gandhi Market here on Monday last as part of the Swachchta Pakhwada programme.

The volunteers were led by the school's principal and GHSS, Itanagar NSS program officer.

 

 

 

Over Rs 1 lakh collected for Tadin fire victims at Ziro

ZIRO, Aug 7: Around Rs 1.10 lakh was collected during a fundraising event organized in aid of Tadin fire victims by the All Lower Subansiri Youth Association (ALSYA) at Ziro on Monday.

The event, which was organized in collaboration with Ziro unit of Galo Welfare Society, was inaugurated by Chief Judicial Magistrate Tagen Padoh in presence of Lower Subansiri SP Bomge Kamduk, EAC Mokar Riba and ALSYA members. (DIPRO)

ITANAGAR, Aug 7: The Arunachal Pradesh unit of Naga People's Front (NPF) has extended its support to Dr Shurhozelie Leitzetsu as their supreme leader.

Further, the unit expressed its concern over the leadership crisis which the party is going through.

 

 

 

‘Create posts of PET, yoga instructors’

ITANAGAR, Aug 7:  The Arunachal Pradesh Physical Education & Sports Union (APPE&SU) has appealed to the state government to create posts of 60 Physical Education Teachers (PET), along with 37 yoga instructors, besides District Sports Officer and District Youth Officer within a month.

A team of the APPE&SU had on Wednesday last also called on the Governor, Chief Minister, Education Minister, Parliamentary Secretary (Sports &Youth Affairs), Chief Secretary, Principal Secretary and Secretary and Director of Education and Sports departments, urging for the creation of the said  posts.

The union also appealed for raising the age relaxation limit for the post of PET from 33 to 38 years.

 

 

 

Anti-tobacco awareness prog

KHONSA, Aug 7: The Tirap District Tobacco Control Cell (DTCC) organised an anti-tobacco awareness campaign with the theme "Tobacco - a threat to development", under the National Tobbaco Control Program (NTCP) at Don Bosco School at Kheti village, near Khonsa town on Monday.

More than 200 students along with their teachers attended the awareness programme held under the supervision of Dr P Rakshit, DPO, DTCC Khonsa.

DTCC Consultant, Nijali Tacho briefed the participants about the launch of the NTCP program at district level and sought their support and cooperation to fight and reduce tobacco consumption.

Ill effects of tobacco consumption were also explained to the participants through PowerPoint presentation.

The programme concluded with an anti-tobacco pledge by all the participants.

 

 

 

Govt stresses on GST implementation before Aug 15

YUPIA, Aug 7: As the government is emphasizing the implementation of GST in all districts before August 15, Papum Pare Deputy Commissioner Tai Kaye on Monday held a meeting with all heads of department, including DDOs to discuss the matter at his conference hall, Yupia.

Addressing the departmental heads, the Deputy Commissioner said that GST is quite new to all and it requires proper guidance and knowledge prior to its implementation. He urged the officers to take full advantage of the discussion and try to meet the deadline set by the government for implementation of GST.

Tax Practitioner and Consultant Dilip Khandelwal as resource person explained in detail on various implications of GST to clear doubts and confusion.

During the meeting, the DDOs emphasized the need for holding proper training and workshop for flawless implementation of GST. They said that no trainings on GST have so far been given to the DDOs.

They also expressed their confusion on registration process as registration has to be done through online process but  web portal of GST registration  is yet to be activated  and registration is only possible after the activation of the website.

All heads of departments, administrative officers and  inspectors of Tax and Excise Department were present in the meeting. (DIPRO)

Listen to the grievances

The state government need to listen to the grievances of Itanagar Traffic Warden (ITW) who are agitating seeking fulfillment of their demands.  ITW has launched whistle down strike demanding regularisation of job, enhancement of payment, ending payment deduction and granting of 15 days annual casual leave. This is for the second time that ITW has launched strike seeking fulfillment of their demand. Earlier in January this year the ITW called off their strike following an assurance from Chief Secretary that government is ready to sort out some of the issues raised by them.

However, the government did not fulfill the promises and this seems to have deeply hurt the ITWs. There is no doubt that presence of ITW in the road of capital complex has considerably improved the traffic scenario. They have managed to control the chaotic traffic and brought the situation under control. Govt cannot simply deny their contribution in managing the burgeoning traffic of capital complex. It may not be possible to accept all the demands placed by the ITW but state government definitely should listen to their grievances. While job regularization may not be possible but the enhancement of salary and granting of annual leave can be considered by the government. The deadlock should be resolved at the earliest for the benefit of the people of capital complex.

Wrong information

Dear Editor,

In response to the news published in your daily where the EE of Rajiv Gandhi University, Doimukh has claimed that there were no cracks and other problems in the new academic building, I would like to state that they are wrong.

We have witnessed large cracks on the walls of Dept of Political Science which was later plastered when complained.

We expect the engineering department to execute work with dedication and honesty.

Nepotism and corruption in high places

Dear Editor,

Through your esteemed newspaper, I would like to express my utter dismay and disbelief in the appointment of a District Adult Education Officer for Lower Subansiri District by the Department of Education flouting all norms of seniority and relevant recruitment rules.

The appointee is a very much junior and his appointment is a contravention of the RR which says that to be DAEO, a candidate is to be Junior Teacher with minimum of 8 years in service in the cadre.

There are lots of big talks by the department bosses but in reality it is found that they are actually not putting their words into practice.

Other illegal and out of turn promotions like that of officiating Head Masters should also be rescinded at the earliest. I find it very illogical as to how they are given officiating promotions at the cost of their seniors in service.

If at all their performance are so exceptional as to merit some sort of reward, they may be given the state gold medal and Padma Shree and not out of turn promotions that are very disturbing and depressing to honest Teachers of the Department.

My humble appeal to the concerned authority and ATA is to sort out the matter before things get out of control.

Enough is enough of nepotism and corruption in high places.

Hydrographical study on flood estimation

Dear Editor,

There has been no analysis on the topography of rainfall-depth-duration-frequency on the mighty Brahmaputra that finally led to extreme cases of loss and destruction of flood from this year.  The magnitude of aftermath effect was higher than expected.  The Honourable PM had recently met Chief Ministers of Assam, Nagaland, Manipur and Arunachal Pradesh to take stock of the latest flood situation in a flood review meeting at Guwahati and a package for flood relief and rehabilitation of flood damage announced.  A research project for long term study on Brahmaputra and its role in creating devastating flood is also proposed.

So far an empirical approach is generally followed for embankment, waterway of bridges/cross drainage structures leading disasters in plains. Moreover peak discharge of water from dam during monsoon rainfall is never considered. A rational and scientific estimation of floods is the need of the hour for safe and yet economic design of structures. Data collection on rainfall and river discharge is a critical issue. A landmark study of flood formula on mighty Brahmaputra can be brought out from a joint effort from Central Water Commission, Railways, Roads and Water Resources and Meteorological department with the support of local expert. A final finding must come out this time for this perennial problem that carries a catastrophic effect to NE development.

Remember Nada Umbing?

Dear Editor,

Why did he choose to go on that day, while he was off duty? Was it written this way? Did he have to die this way leaving his family alone to survive?

People assume, that his life was scripted like this, thus he had to meet such a tragic accident.

He didn't choose his death, he choose his duty, his inner voice to help the needy people, to give a hand to someone who needed help.

The recent announcement of Rs Fifty Lakhs to the IAF members is justifiable. But wait, have the Govt. forgotten IRBn personnel, late Nada Umbing or pretending to forget that he volunteered even though he was off duty.

The recent announcement by the state Govt to recognize only the three IAF members shows the darkest side of our Govt. Such act of Govt. shows the favoritism.

Humanity is that what we are lacking these days.
