Org rejects to NEEPCO claims
ITANAGAR, Aug 7: The Pro Dam Movement of Arunachal Pradesh rejected NEEPCO authority's claim that the diversion channel/tunnel of the under construction 110 MW PHEP, Doimukh was functioning satisfactorily.
The organization informed that a disastrous situation had occurred at downstream after sudden release of water through the diversion channel on July 9 last.
Prior to release of the water at around 2 PM, debris carried down the river had blocked the channel for at least a day, leading to accumulation of huge volume of water. When released "without warning", the accumulated water submerged on both banks of Pare River,
affecting the riverside dwellers at Doimukh, Tigdo, Nirjuli, Karsingsa and Banderdewa.
President of the organization, Gokia Taking, along with the executive members visited the affected areas to take stock of the situation.
Pare River has to bear the waters of at least four tributaries apart from water released from Rangandi Hydel Project, Yazali, which makes the river more turbulent, causing erosions on highway at Karsingsa block points and Nirjuli, the President said.

Guv rests success and failure of welfare schemes on HoDs
TEZU, Jul 7: Governor of Arunachal Pradesh, P B Acharya said that the success and failure of welfare schemes and programme implementation depend on the Heads of Departments (HoDs), for which, he advised them to go beyond their department agenda and reach out to the people.

State NCP merges with National People's Party
ITANAGAR, Aug 7: In a significant political development in the state, the Arunachal Pradesh unit of the Nationalist Congress Party (NCP) on Monday merged with the National People's Party (NPP).
"…By observing the national political development in the country and the state, the NCP leaders unanimously resolved to resign from the NCP and merged with the National People's Party, headed by President Conrad Sangma," the party stated in a release.
Prior to the merger, NCP President Gicho Kabak called an emergency meeting of the party at Itanagar and held a thorough discussion on the present national and state political scenarios.
NPP President Conrad Sangma, who was present on the occasion, welcomed the merger of the state NCP with NPP and appointed Gicho Kabak as state President of National People's Party (NPP).
After merging with the NPP, the newly appointed state NPP President Kabak hoped that Sangma will lead the party strongly with new vision for development, peace and prosperity in our country.

CHAYANG TAJO, Aug 7: The demand for transfer of eight villages under Sawa circle to Khenewa circle in East Kameng district has been reiterated by public leader of the area, Vijay Sonam.
The villages, which he is demanding for transfer, are Nampe, Lamnio, Parte, Warram, Sario, Saria, Langchu and Dao (Taping) under Chayang Tajo Assembly Constituency.

ITANAGAR, Aug 7: The 'whistle down' strike launched by the Itanagar Traffic Wardens (ITW), demanding regularization of their jobs, concluded here on Monday.
Meanwhile, the ITWs have in a release stated that they will resume duty on the condition that they will be allowed to maintain their own attendance.

TEZU, Jul 7: National ambassador for Swachh Bharat Mission, Governor of Arunachal Pradesh, P B Acharya participated in a cleanliness drive at Gandhi Chowk in Tezu Bazaar on August 6, conducted under Swachh Bharat Mission, and organised by the District Urban Development Agency of Lohit and the Tezu Market Committee.
He was supported by his wife, Kavita Acharya, local MLA Dr Mohesh Chai and Secretary to Governor, Vinod P Kavle, along with district officials, members of business community, NGOs and general public.
The Governor emphasised that cleanliness drives must not only remain events, but way of life, and distributed dustbins to the shopkeepers.
Dr Chai also called for change in mindset of the people towards cleanliness, and urged the people to participate in the mission with dedication.

The family members of late Moyong alleged that the government has not completed the official processes for declaring him as martyr in the last two years.
Sources from the state government said that the Under Secretary (Political) forwarded all records and findings about late Moyong to Under Secretary, Social Justice & Empowerment (SJETA) in December of 2016 for further necessary action.
It is also said that the West Siang Deputy Commissioner in his submission did not furnish the findings properly, thereby creating impediment in onward movement of file to the central government.

Govt stresses on GST implementation before Aug 15
YUPIA, Aug 7: As the government is emphasizing the implementation of GST in all districts before August 15, Papum Pare Deputy Commissioner Tai Kaye on Monday held a meeting with all heads of department, including DDOs to discuss the matter at his conference hall, Yupia.
Addressing the departmental heads, the Deputy Commissioner said that GST is quite new to all and it requires proper guidance and knowledge prior to its implementation. He urged the officers to take full advantage of the discussion and try to meet the deadline set by the government for implementation of GST.
Tax Practitioner and Consultant Dilip Khandelwal as resource person explained in detail on various implications of GST to clear doubts and confusion.
During the meeting, the DDOs emphasized the need for holding proper training and workshop for flawless implementation of GST. They said that no trainings on GST have so far been given to the DDOs.
They also expressed their confusion on registration process as registration has to be done through online process but web portal of GST registration is yet to be activated and registration is only possible after the activation of the website.

Listen to the grievances
The state government need to listen to the grievances of Itanagar Traffic Warden (ITW) who are agitating seeking fulfillment of their demands. ITW has launched whistle down strike demanding regularisation of job, enhancement of payment, ending payment deduction and granting of 15 days annual casual leave. This is for the second time that ITW has launched strike seeking fulfillment of their demand. Earlier in January this year the ITW called off their strike following an assurance from Chief Secretary that government is ready to sort out some of the issues raised by them.
However, the government did not fulfill the promises and this seems to have deeply hurt the ITWs. There is no doubt that presence of ITW in the road of capital complex has considerably improved the traffic scenario. They have managed to control the chaotic traffic and brought the situation under control. Govt cannot simply deny their contribution in managing the burgeoning traffic of capital complex. It may not be possible to accept all the demands placed by the ITW but state government definitely should listen to their grievances. While job regularization may not be possible but the enhancement of salary and granting of annual leave can be considered by the government. The deadlock should be resolved at the earliest for the benefit of the people of capital complex.

We have witnessed large cracks on the walls of Dept of Political Science which was later plastered when complained.

Through your esteemed newspaper, I would like to express my utter dismay and disbelief in the appointment of a District Adult Education Officer for Lower Subansiri District by the Department of Education flouting all norms of seniority and relevant recruitment rules.
The appointee is a very much junior and his appointment is a contravention of the RR which says that to be DAEO, a candidate is to be Junior Teacher with minimum of 8 years in service in the cadre.
There are lots of big talks by the department bosses but in reality it is found that they are actually not putting their words into practice.
Other illegal and out of turn promotions like that of officiating Head Masters should also be rescinded at the earliest. I find it very illogical as to how they are given officiating promotions at the cost of their seniors in service.
If at all their performance are so exceptional as to merit some sort of reward, they may be given the state gold medal and Padma Shree and not out of turn promotions that are very disturbing and depressing to honest Teachers of the Department.
My humble appeal to the concerned authority and ATA is to sort out the matter before things get out of control.
Enough is enough of nepotism and corruption in high places.

Hydrographical study on flood estimation
Dear Editor,
There has been no analysis on the topography of rainfall-
So far an empirical approach is generally followed for embankment, waterway of bridges/cross drainage structures leading disasters in plains. Moreover peak discharge of water from dam during monsoon rainfall is never considered. A rational and scientific estimation of floods is the need of the hour for safe and yet economic design of structures. Data collection on rainfall and river discharge is a critical issue. A landmark study of flood formula on mighty Brahmaputra can be brought out from a joint effort from Central Water Commission, Railways, Roads and Water Resources and Meteorological department with the support of local expert. A final finding must come out this time for this perennial problem that carries a catastrophic effect to NE development.

Remember Nada Umbing?
Dear Editor,
Why did he choose to go on that day, while he was off duty? Was it written this way? Did he have to die this way leaving his family alone to survive?
People assume, that his life was scripted like this, thus he had to meet such a tragic accident.
He didn't choose his death, he choose his duty, his inner voice to help the needy people, to give a hand to someone who needed help.
The recent announcement of Rs Fifty Lakhs to the IAF members is justifiable. But wait, have the Govt. forgotten IRBn personnel, late Nada Umbing or pretending to forget that he volunteered even though he was off duty.
The recent announcement by the state Govt to recognize only the three IAF members shows the darkest side of our Govt. Such act of Govt. shows the favoritism.
Humanity is that what we are lacking these days.
